Details:
Staff received bids for the R Park Phase 1 & Phase 2 on February 26th, 2020. A total of seven bids were received. Gunter Construction Company had the lowest base bid of $927,029. The engineers estimate for the base bid portion of the project was $1,013,981. A total of 5 alternates where bid with the project. They are as follows:
Alternate 1 - Fireplace ($39,750)
Alternate 2 - Stone Wall with Pergola ($57,850)
Alternate 3 - Grill & Stone island ($22,880)
Alternate 4 - South-East Wing ($37,175)
Alternate 5 - Performance Stage ($46,140)
Total Cost for all 5 alternates - $203,795
Gunter Construction Total - $1,130,824 (base bid with all 5 alternates)
If all 5 alternates are included Mega Construction has a lower total of $1,128,000. $2,824 lower than Gunter.
Both Mega and Gunter are considered reputable Contractors. The decision to include any or all alternates lies with the Council. The recommendation provided by the City Engineer is based upon the base bid. With Council's decision on which alternates are to be included a total cost can be calculated and considered when selecting the contractor.
Attached is a summary of all costs associated with the project compared to the amount budgeted. Even with including all alternates the total cost is less than what has been budgeted. However, the Phase 2 construction budget reflects parking areas being added in the parking lot (noted as "Future Parking Improvements Lot B and C" on the attached Phase 2 plan) and along the east side of Juniper Street (noted as "Future Parking Improvements Lot A" on the attached Phase 2 plan). These parking areas were noted to be completed if needed in the future on the R Park Phased Development Plan and at this time a need has not been identified so the parking was NOT included in this bid package. These parking spaces have an estimated cost of $70,000. Staff will reflect the parking as a project in the CIP when we update that document with the 2021 budget. It will likely be schedule in the same year as Phase 3 of the R Park improvements, if however it is determined that additional parking is not needed when Phase 3 is planned the project can be removed from the CIP at that time.
The contractor proposes to complete 63% of the work with their own forces and 37% with subcontractors.
